The U.S. Embassy in Mexico City is seeking an individual for the position of Medical Research Scientist for the Food and Drug Administration Office (FDA)
BASIC FUNCTION OF POSITION
The employee serves as the Food and Drug Administration (FDA) and Medical Product Safety Coordinator at the U.S. Embassy, under the direction and guidance of the FDA Assistant Regional Directors for Mexico. The incumbent is responsible for organization, coordination and oversight of U.S. government-supported FDA-regulated product activities, and working with FDA Latin America Office Staff in implementing FDA programmatic efforts in the region related to FDA-regulated products (food, drugs, biologics, medical devices and animal feed).The employee provides strategic advice to strengthen the cooperation with host-country government and industry officials while enhancing the effectiveness and impact of U.S. collaborative programs dealing with the safety and quality of these FDA regulated products throughout the Latin American region. The incumbent will help FDA in its on-going implementation of programmatic activities with high- and mid-level government authorities at regional, central, provincial and municipal levels and with regulated industry.
The incumbent is a critical bridge to protect USG interests in public health, which includes FDA regulated product areas. The employee maintains close contact with officials from government agencies, non-governmental organizations, universities and the private sector for the purposes of facilitating the development of new cooperation and affecting policy development and effective implementation of FDA programs in Latin America. The incumbent has responsibility for assisting in the development and negotiation of new public health programs and activities relating to FDA-regulated products. The employee also has the responsibility to review and analyze health-related policy documents (especially those relating to food, feed, drug and medical device safety) and publications, to prepare reports and provide information for U.S. agencies and scientists to assist in cooperative work. The incumbent provides operational assistance to the FDA Regional Director on international committees, work groups and operational teams when necessary
QUALIFICATIONS REQUIRED
Note: All applicants must address each selection criterion
detailed below with specific and comprehensive information

- A Master’s Degree in medical, public health, biological, chemical or relevant engineering sciences is required.
- Ten (10) years of experience working in a non-clinical health related field with demonstrated experience working with government public health and scientific officials is required. Within these ten years, at least five (5) years’ experience should be in one of either the FDA-regulated product areas (food, drugs, biologics, medical devices, and animal feed), public-health disease prevention and control intervention, or in product safety and quality control. Two (2) years experience with FDA regulations and two (2) years of managerial experience is also required.
- Demonstrated aptitude (practical and/or theoretical) in risk assessment and risk management in the area of regulated product safety and quality programs is required.
- Level IV (fluent) English and Spanish are required. (Please see “To Apply” for test instructions).
- Must have an advanced highly-detailed knowledge of political, regulatory and technical aspects of consumer protection, public health policy and regulated food and medical product safety and quality program issues in Latin America.
- Must have up-to-date professional certifications (e.g., licensure or certifications in medicine, pharmacy, or food products).
SELECTION PROCESS When equally

ADDITIONAL SELECTION CRITERIA
- Management will consider nepotism/conflict of interest,
budget, and residency status in determining successful
candidacy.
- Current employees serving on probation are not eligible
to apply.
- Currently employed US Citizen EFMs who hold a FMA
appointment are ineligible to apply for advertised positions
within the first 90 calendar days of their employment.
- Currently employed NORs hired under a Personal Services
Agreement (PSA) are ineligible to apply for advertised
positions within the first 90 calendar days of their
employment, unless currently hired into a position with a
When Actually Employed (WAE) work schedule.
- All Locally Employed Staff (LES) who have less than one
year working in a position are not eligible to apply.
- In adherence to the recent guidance from the government
of Mexico (GOM) to comply with the Mexican Nationality law,
all Mexican-American dual nationals need to be aware that
they will be recognized as Mexican nationals by the
GOM. Dual nationals are hereby advised that this may
affect their application for employment as well as their
application for security clearance. Until further
guidance is received from the Legal Office of the State
Department, EFMs will continue to be hired under the
American Pay Plan; however, should the new policy be
implemented, their appointment may change to the Local
Compensation Plan.

DEFINITIONS 1. AEFM: A
type of EFM that is eligible for direct hire employment on
either a Family Member Appointment (FMA) or Temporary
Appointment (TEMP) provided s/he meets all of the following
criteria: -- US Citizen; -- Spouse or dependent who is
at least age 18; -- Listed on the travel orders of a
Foreign or Civil Service or uniformed service member
permanently assigned to or stationed at a US Foreign Service
post or establishment abroad with a USG agency that is under
COM authority; -- Is resident at the sponsoring employee’s
or uniform service member’s post of assignment abroad,
approved safe haven abroad, or alternate safe haven abroad;
and -- Does not receive a USG annuity of pension based on a
career in the US Civil or Foreign services. 2.
EFM: Family Members at least age 18 listed on
the travel orders of a Foreign or Civil Service or uniformed
service member permanently assigned to or stationed to a US
Foreign Service post or establishment abroad with a USG agency
that is under COM authority who do not meet the definition of
AEFM above. 3.Member of Household: A MOH
is a person who: I) Has accompanied, but is not/not on the
travel orders of a U.S. citizen Foreign or Civil Service
employee or uniform service member permanently assigned to or
stationed at a U.S. Foreign service post or establishment
abroad; II) Has been declared by the sponsoring employee
to the Chief of Mission as part of his/her household; and
III) Resides at post with the sponsoring employee. 4.
Ordinarily Resident (OR): A citizen of the
host country or a citizen of another country who has shifted
the main residency focus to the host country and has the
required work and/or residency permits for employment in
country. 5. Not-Ordinarily Resident (NOR):
Typically NORs are US Citizen EFMs and EFMs of FS, GS, and
uniform service members who are eligible for employment under
an American USG pay plan, on the travel orders and under Chief
of Mission authority, or other personnel having diplomatic
privileges and immunities.
