Description

The Department's global network has specific standards and requirements as follows.    

This is a high-end, professional grade service that differs from the residential, dial up service. We want dedicated (not shared) Internet Bandwidth, 24/7, “always-on” with unlimited usage. Also, we want fiber optic, terrestrial connectivity. In order to achieve high quality performance, we look for the following parameters in a vendor's Service Level Agreement, Latency <=250ms, Packet Loss <=.5% and availability of 99.9%.  

    The technical specifications and requirements for a local

    Internet Service Provider access circuit to the Embassy.

    Please provide a price quote for 12Mb with unlimited usage.  

    a. Two static Public IP addresses for VPN equipment, network  

    mask, and default gateway IP address.

    b. ISP interface connectors: RJ-45 with 10/100BaseT interface

    c. ISP availability: "Always on"

    d. ISP connection must NOT (repeat NOT) use Network Address  

    Translation (NAT).

    e. ISP must permit all IP protocols (including but not   

    limited to UDP, TCP, and IPSEC) to transit without filters   

    or proxies. Unfiltered access to the Internet is required  

    without ISP firewall blocking.

    f. ISP must permit installation of Customer VPN encryption  

        devices on circuit.     

     g. ISP must permit ping and trace route traffic from        

       169.252.0.0/16 and 169.253.0.0/16 to the ISP connection       

         (RJ45 10/100BaseT router interface which terminates        

       Customer VPN encryption device). 
 

Site visit: 

      A site visit to see the area has been scheduled to take place on October 1, 2009 at 11:00 a.m.

    Contractors who plan to attend to this site visit need to confirm participation to E. Echavarri at EchavarriEN@state.gov. no later than 5:00 p.m. September 29, 2009.
