Passports

An appointment is needed for all non-emergency passport applications. To request an appointment, please email your completed forms and contact information to MexicoCitypassport@state.gov. A limited number of appointments are available by telephone.

No appointment is required to replace a stolen passport, if the holder can demonstrate urgent travel plans within the next ten business days.  These individuals may appear at the Embassy during any business day (8:30 a.m. to 3:00 p.m.)

General Information

The Passport & Citizenship Office of the Embassy accepts passport applications and provides additional passport pages. All passport applicants must apply in person. To request an appointment, please email your completed forms and contact information to MexicoCitypassport@state.gov. You may locate the appropriate forms in the relevant section below.

If you are unable to complete the form on-line or follow these instructions due to a physical handicap or other reason, a limited number of appointments are available by calling [52](55) 5080−2000, ext. 4938, from 3:00 PM to 5:00 PM.

In most cases, all original documents submitted by the applicant in support of the application will be returned to the applicant on the same day. Previous passports will generally be cancelled and returned to the applicant. The new passports will be available in approximately three weeks. A messenger service will deliver the new passport to an address within Mexico as indicated on the application for a nominal charge payable upon delivery.

Passport book vs. passport card: As of February 1, 2008, U.S. citizens may apply in advance for the new U.S. Passport Card, in anticipation of land border travel document requirements. We expect cards will be available and mailed to applicants in spring 2008. The passport card will facilitate entry and expedite document processing at U.S. land and sea ports-of-entry when arriving from Canada, Mexico, the Caribbean and Bermuda. The card may not be used to travel by air. It will otherwise carry the rights and privileges of the U.S. passport book and will be adjudicated to the exact same standards.

The Department of State is issuing this passport card in response to the needs of border resident communities for a less expensive and more portable alternative to the traditional passport book. The card will have the same validity period as a passport book: 10 years for an adult, five for children 15 and younger. For adults who already have a passport book, they may apply for the card as a passport renewal and pay only $30. First-time applicants will pay $55 for adult cards and $40 for children. Passport book fees

    Routine Services (Form DS-11)
    Age 16 and older: The total fee is $135 USD.
    Under Age 16: The total fee is $105 USD.

    Adult Renewals (Form DS-82) - The total fee is $110. See below to find out if you are eligible to apply for a renewal of your passport.

    Methods of payment: All fees are payable in cash (U.S. dollars or Mexican pesos) or with most credit cards.

Passport appointments: An appointment is needed for all non-emergency passport applications. American citizens who have lost their passport and who have emergency travel needs may appear at the Embassy any business day (8:30 a.m. to 4:00 p.m.) without an appointment. Passport photos: Two identical U.S. passport size photographs are required and may be taken at the Embassy, for a cost of 60 pesos, during normal business hours. They must be 2 x 2 inches (5 x 5 centimeters) and in color. They should be taken in normal street attire. The photos must have been taken within the last six months.

First time applicants (Form DS-11): To obtain a U.S. passport for the first time, you may be asked to submit the following documents:

  • Original U.S. birth certificate: abstracts or mutilated certificates cannot be accepted.
  • Prenatal Documents: including medical records and ultrasounds.
  • Documents from hospital where the applicant was born (wrist bands, crib card, discharge orders).
  • Photos of Pregnancy and From Hospital: Photos taken of mother during pregnancy and in the hospital before and after the birth.
  • Proof of parents’ presence in the United States around time of birth of the applicant: job documents, earning statements, phone bills, tax returns, parents marriage certificate, family photos in the U.S., personal letters, birth certificates of siblings born in the United States, parents’ drivers licenses or State ID cards, census letter.
  • Migratory document given when first entered to Mexico: travel consent signed by parent, if applicable.
  • Photos of the applicant from birth to present.
  • Notarized written consent translated in English: If both parents are not present for the appointment, it is necessary to bring the notarized written consent (in English) of parent not present for minor child’s passport application (child under 16 years of age), along with a copy of absent parent’s identification showing photo & signature.
  • Sole Custody: Proof that the parent executing the application has sole custody of child may also be accepted.(i.e. birth certificate listing the mother as the only named parent, court order granting sole legal custody to parent, death certificate to deceased parent).
  • School records: transcripts, report cards, diplomas from elementary, high school, and university, school yearbooks, or class photos, current or expired ID’s

In certain cases, documents in addition to those listed herein may be required.

By federal law, applicants must provide a Social Security number if they have one.

Renewals for adults (Form DS – 82): You can apply for a renewal of your passport if your previous passport:

    (1) was issued when you were 16 or older;

    (2) was issued in the last 15 years;

    (3) is not damaged;

    (4) is submitted upon renewal.

You will need to complete form DS-82, bring a current government-issued photo ID, and provide two 5 x 5 cm passport photos. Otherwise, please follow the instructions for first-time applicants.

By federal law, applicants must provide a Social Security number if they have one.

Renewals for minors (Form DS-11): Both parents are required to appear at the time of the application for children under age 16. If one of the parents is unable to be present at the time of application, then a notarized statement of consent of the non-present parent must be submitted at the time of the passport application. For those between ages 16 – 18, only one parent needs to accompany the child. You’ll need to provide:

  • the applicant's original birth certificate that shows the parent(s') name(s);
  • proof of child's U.S. citizenship such as an original or certified copy of a U.S. birth certificate, Consular Report of Birth Abroad, or a Naturalization certificate;
  • current photo identification of the child and both parents.
  • by federal law, applicants must provide a Social Security number if they have one.

Statement of Consent – As mandated by Congress, when applying for a passport for a child under age 16, if one of the parents cannot be present, one parent appears, signs, and submits the second parent's notarized Form DS-3053 (Statement of Consent: Issuance of a Passport to a Minor Under Age 16) authorizing passport issuance for the child. Alternatively, a notarized, written statement of consent in English from the non-appearing parent (including the child's name and date of birth, as well as parent's identification information or a copy of his/her ID) authorizing passport issuance for the child may be submitted on behalf of the non-appearing parent. A copy of a government-issued photo ID of the non-appearing parent is also required.




Amendments: Since September 26, 2005, as an additional security enhancement, Passport Services no longer amends valid passports. Instead, customers requesting name changes, extension of validity for limited passports, or correction of a printing error must apply for replacement passports.

If the change is within one year after issuance, they will submit a U.S. Passport Re-Application Form (DS 5504),together with the passport that needs the change, the documentation required, and new passport pictures. There will be no charge for routine processing.

If the change is more than one year after issuance, customers will need to submit an Application for Passport By Mail (DS-82), together with the passport that needs the change, the documentation required, and new pictures. The cost includes the $70 application fee and $40 security surcharge, for a total of $110 for routine processing. Of course, if the requested data change is due to a printing error by Passport Services, there will be no charge.

Those only needing to add visa pages to their passports will submit an Application for Additional Visa Pages (DS-4085). This service has a charge of $ 82 USD.

All of these forms are available online by clicking on their numbers. The Passport Amendment/Validation Form (DS-19), previously used to amend passports, will no longer be valid. (Working Hours)
