Ambassador Garza Praises Joint Efforts of the United States and Mexico in the Arrest of “Most-Wanted” Murder Suspect

Fugitive Genaro Espinosa Dorantes, the Alleged Murderer of a Four Year-Old Boy in Tennessee, Has Been Apprehended in Mexico

Mexico City, February 27, 2006 – “This weekend, thanks to the cooperation of law enforcement officials in Mexico and the United States, one of the FBI’s 10 Most Wanted Fugitives is now off of the streets. Genaro Espinosa Dorantes, whose alleged crime was featured on the U.S. television program America’s Most Wanted, is charged with burning, beating and torturing to death Luis Osvaldo Cisneros, the four-year-old son of his girlfriend. Espinosa Dorantes was arrested on February 25, 2006, in Tijuana, Mexico on the charges he faces in Tennessee,” said U.S. Ambassador Antonio O. Garza, Jr.

Mexican federal authorities also arrested Espinosa Dorantes’ former girlfriend, Martha Cano Patlan, on February 20, 2006, in the city of Dolores Hidalgo, Guanajuato, for complicity in the murder of her son.

“Under the terms of the extradition treaty between our two countries, the United States has 60 days to present the documents required under Mexican law to authorities here, to obtain Espinosa Dorantes’ extradition to the United States. Mexico’s courts and the Mexican Secretariat of Foreign Relations must also approve this extradition request. Although the extradition process often takes more than 6 months to a year to complete, Espinosa Dorantes is now in a federal prison in Mexico City and will remain there until he is returned to the United States,” added Ambassador Garza.

“Thanks to the close cooperation of the Agencia Federal de Investigacion (AFI), the State of Baja California Judicial Police’s Anti-Kidnapping Unit, and the United States’ FBI, a dangerous fugitive was arrested. The United States, and especially the people of Tennessee, are very grateful for the efforts of these law enforcement officers,” said Ambassador Garza.
